In the academic world, publications in acknowledged international databases such as Scopus and Web of Science play an important role. In addition, scientists from Kyrgyzstan face the need to publish their works in these databases to advance their careers and obtain scientific degrees. In this article we consider why Kyrgyz scientists need to publish on Scopus and Web of Science and how this relates to the rules for awarding academic titles and degrees in the country.
Awarding academic titles for scientists from Kyrgyzstan
The regulation on the procedure for awarding academic titles regulates the basic requirements for obtaining the title of professor, associate professor and senior researcher. For each of them, the required number of scientific articles has been determined at the regulatory level, including in the journals Scopus and Web of Science.
For the title of Senior Researcher in Kyrgyzstan
The title is awarded to doctors and candidates of sciences who work as a senior researcher, leading researcher, chief researcher, head (head) of the research department (department, sector, laboratory) of scientific institutions and scientific departments of universities and institutes of advanced training, academic secretary, deputy director, director in scientific organisations.
To obtain the title of senior researcher, you need at least 5 articles in the journals Scopus or Web of Science (or RSCI with a certain impact factor). The publication of these articles should be done after the defence of the PhD thesis.
For the title of associate professor in Kyrgyzstan
- It is awarded to doctors and candidates of science working as associate professor, head of department, dean of faculty, head of branch or institute, vice-rector, rector of higher education institution or institute for professional development, if they have published educational and methodological and scientific works, deliver lectures at high professional level on scientific specialty indicated in the attestation file of the applicant for the academic title. In this case, it is necessary to publish at least 2 educational and/or educational works and 4 articles in journals indexed in Scopus or Web of Science (or RSCI with a certain impact factor). The publication of these articles should be done after the defence of the PhD thesis.
- For arts workers employed at HEIs as associate professor, head of department, dean, if they deliver lectures, teach classes at high professional level the title of associate professor is awarded if the researchers are the authors of at least 3 published educational-methodical, scientific and creative works used in pedagogical activities.
- Researchers who work in the field of physical culture and sports, as associate professor, head of the department, dean, if they have published educational and methodological and scientific works, read a course of lectures, conduct classes at a high professional level, and are also authors (co-authors) of at least 5 scientific and educational and methodological works published for the last three years.
For the title of professor in Kyrgyzstan
- The title is awarded to candidates of sciences who work as a professor, head of a department, dean of a faculty, head of a branch or institute, vice-rector, rector of a university or advanced training institution, if they have published educational and methodological and scientific works, read a course of lectures at a high professional level in the scientific specialty specified in the attestation file of the applicant for the academic title. It requires at least 3 publications in Scopus or Web of Science journals, and publications with a non-zero impact factor.
- In addition, the title of professor can be awarded by art workers, in universities as a professor, head of a department, dean, vice-rector, rector, head of a branch, if they give a course of lectures or conduct classes at a high professional level. To do this, it is necessary to publish (including co-authorship) at least 10 scientific, educational and methodological or creative works.
- The academic title of professor can be awarded to employees of physical culture and sports working in universities as a professor, head of the department, dean, vice-rector, rector, head of a branch, head of a sports school at an educational institution, if they have published educational, methodological and scientific works, read a course of lectures, conduct classes at a high professional level. To do this, it is necessary to be the authors (co-authors) of at least 15 published scientific and educational-methodical works, of which at least 3 educational-methodical works have been published in the last three years.
- In addition, the academic title of professor can be awarded to doctors of sciences working in the positions of head (head) of a research department (department, sector, laboratory), chief researcher of scientific institutions and scientific departments of universities or institutes of advanced training, academic secretary, deputy director, director in scientific organisations. It requires a monograph, at least 2 articles indexed in Scopus or Web of Science, and publications in scientific journals with a non-zero impact factor. The exceptions are the field "Kyrgyz language" and "Kyrgyz literature".
Awarding of academic degrees in Kyrgyzstan
The regulation on the procedure for awarding academic degrees in the Kyrgyz Republic regulates the availability of the necessary number of scientific articles for the defence of a candidate's and doctoral dissertation.
To defend a PhD thesis in Kyrgyzstan
To successfully defend a PhD thesis, it is necessary to publish its results in journals that are included in the List of peer-reviewed scientific publications. In addition, it is necessary to publish at least 2 articles in journals indexed in Scopus or Web of Science (or RSCI).
To defend a doctoral dissertation in Kyrgyzstan
- The applicant must have publications in journals included in the List of peer-reviewed scientific publications of the Higher Attestation Commission of the Kyrgyz Republic, and have at least 7 articles in Scopus / Web of Science (or RSCI) journals.
- To defend a dissertation in the form of a scientific report, it is necessary to have a monograph and at least 12 articles in journals indexed in Scopus / Web of Science (or RSCI).
For scientific supervisors
For scientific supervisors, it is necessary to have at least 9 articles in Scopus / Web of Science (or RSCI).
