There are two academic degrees in the Kyrgyz Republic:

Awarding of academic degrees is regulated by the Regulations on the procedure for awarding academic degrees, approved by the Decree of the President of the Kyrgyz Republic dated August 22, 2012 № 578.
The Higher Attestation Commission (HAC) under the Ministry of Education and Science of the Kyrgyz Republic is the highest attestation body for awarding academic degrees.
What is the difference between an academic degree and an academic title?
An academic degree is a state-recognized qualification that confirms a person's profound knowledge and skills in a certain field of science.
Academic title is a professional title awarded to scientists for their achievements in scientific and pedagogical activities. Academic titles include associate professor (assistant professor) and professor.
Degrees reflect more on research accomplishments, while titles reflect more on teaching accomplishments.
The role of research in the awarding of degrees
Scientific research is one of the most important criteria in awarding degrees. A dissertation is a scientific research that a candidate must perform and defend before the dissertation council.
The main results of the dissertation must be published in scientific editions included in the List of peer-reviewed scientific periodicals. The rules for the formation of which, the requirements for peer-reviewed publications and their score are approved by the Presidium of the Commission and posted on the website of the Commission.
Requirements for applicants
Candidate of Sciences:

At least 2 articles in Scopus, Web of Science or RINC with impact factor not lower than 0.1.

The total number of points on publications should be at least 100.
-
No more than two articles of the candidate of the degree can be published in one edition of the printed body, the other articles are not taken into account.

The last publications - not later than one month before the submission of the dissertation.
To the published works, in which the main scientific results of the thesis for a degree are set forth, are equated:

diplomas for discoveries;
-
patents for inventions;
-
utility model certificates;
-
industrial design patents;
-
computer programs;
-
topologies of integrated circuits registered in accordance with the established procedure;

papers read at scientific conferences, symposia, forums and published in full.
Doctor of Science:

1 article in Scopus or Web of Science.

The total number of points on publications - not less than 250.

For dissertations on Kyrgyz language and literature - at least 4 articles in RSCI with impact factor not lower than 0.2.

The applicant should be among the first three authors.
For the defense of the doctoral dissertation in the form of a scientific report:

Single monograph.

At least 12 articles in periodical scientific publications indexed by Scopus or Web of Science databases.
Procedure for awarding the degree:

The applicant submits an application to the dissertation council at the university or research institute.

The Dissertation Council decides on the applicant's admission to the defense of the dissertation.

The applicant publicly defends the dissertation.

The Dissertation Council makes a decision to award or deny the degree.

The decision of the Dissertation Council is sent to the SAC.
-
The SAC makes the final decision on awarding the degree.
Terms of awarding the degree:

Candidate of Sciences: not more than 3 years.
-
Doctor of Science: no more than 5 years.
