The State Prize is one of the highest forms of recognition for the contributions of scientists to society and the state. What is the amount and who is eligible for the State Prize of the Kyrgyz Republic in Science and Technology?
State Prize of the Kyrgyz Republic in Science and Technology
Receiving state prizes is recognition of persistent and long-term work, as well as one of the highest forms of rewarding scientists for their contributions to society and the state.
The main provisions and procedure for awarding the State Prize are outlined in the “Regulations on the State Prize of the Kyrgyz Republic in Science and Technology”.
Who is eligible for the State Prize of the Kyrgyz Republic in Science and Technology?
The State Prize is awarded to an individual or a group of up to three individuals. To be considered for the prize, the author or co-author must have at least three articles published in international scientific journals indexed in Scopus or Web of Science, with a quartile no lower than Q3.
In the case of a group being awarded, the monetary prize is distributed according to the procedure defined in these Regulations, and each laureate receives a badge and a corresponding certificate.
An individual cannot be nominated for the State Prize if, during the research or development process, they performed only administrative or organizational functions or have an unexpunged criminal conviction.
Frequency of Awarding the State Prize
State prizes are awarded by the President of the Kyrgyz Republic to citizens of the Kyrgyz Republic once every three years:
- No more than two State Prizes named after Kasym Tynystanov
- No more than three State Prizes in the field of science and technology
- If no deserving works are found among those submitted for the State Prize, or if the number of applicants is fewer than the number of prizes, the State Prizes will not be awarded that year or will be awarded in a reduced number
The State Prize of the Kyrgyz Republic in Science and Technology is awarded for:
- Outstanding scientific works in all areas of science that contribute to the preservation, development, and enhancement of the status of the state language – the State Prize named after Kasym Tynystanov.
- Research results that have significantly enriched national science, contributed to the development of natural, technical, social, and humanitarian sciences, and advanced the science and technology of Kyrgyzstan to the level of leading global achievements.
- The development of cutting-edge technology and progressive technologies that ensure innovative development in the economy, social sphere, and strengthen the country's defense capability.
- The creation of fundamentally new products and technological processes in various sectors of the economy, containing information classified as state secrets.
New types of technology, materials, and technologies developed in scientific works in the field of engineering must be mastered in production within no less than five years, and in the field of humanities – within no less than three years.
Components of the State Prize:
- The badge “Laureate of the State Prize of the Kyrgyz Republic in the field of science and technology“.
- The corresponding certificate of the laureate.
- A monetary reward of 1,000,000 soms, paid from the funds allocated in the republican budget for the relevant years, according to the budget of the Administration of the President of the Kyrgyz Republic under “State Expenditures” in the "State Awards" account.
The description of the badge and certificate is approved by the President of the Kyrgyz Republic.
Public Commission on State Prizes of the Kyrgyz Republic
The deadlines for submitting applications for the State Prize and related materials are determined by the Public Commission on State Prizes of the Kyrgyz Republic in the field of science and technology.
The commission members make decisions on the selection process by secret voting, and the decision is considered adopted if it receives at least two-thirds of the votes.
An applicant receiving support from at least two-thirds of the votes is considered to have passed the selection.
Procedure for Awarding the State Prize
The authorized structural unit prepares the Draft Presidential Decree on the awarding of State Prizes.
Individuals receiving the State Prize are awarded the title “Laureate of the State Prize of the Kyrgyz Republic in the field of science and technology”. In a solemn ceremony, laureates are presented with certificates and badges, which are worn on the right side of the chest. If the laureate holds an honorary title of the Kyrgyz Republic, which is part of the state awards of the corresponding category, the badge is placed after the state award. The appropriate monetary reward is also paid.
In the case of a group of recipients, the reward is distributed as follows:
- If there are two individuals, the reward is split equally
- If there are three individuals, the group leader receives 50%, and the remaining amount is equally split between the other two members
If there is no leader in a group of persons, the amount of the award is divided equally among all three participants.
In case of absence of heirs of the deceased State Prize winner, the monetary reward shall be returned to the republican budget, and the lapel pin and certificate shall be kept in the fund of state awards of the Kyrgyz Republic.
In case of loss of the State Prize laureate's lapel pin, this pin cannot be restored, but a duplicate is issued for identification purposes.
